preserve secondary internal display configuration during boot ...
The outer display on folding Pixels is handled as a secondary display
and doesn't display the boot animation on the stock OS. We enabled the
multi display boot animation feature flag to enable it but it breaks in
the late boot process after display configuration.
BootAnimation uses the physical display index which can differ from the
logical display IDs used after their configuration.
To resolve the issue, defer display configuration until after the boot
process completes. It doesn't cause any noticeable jank and passes all
the existing tests.
This added test fails before the change and passes after:
testSecondaryInternalDisplayConfigurationDeferredUntilBootCompleted()
This added test passes before and after:
testExternalDisplayConfigurationBeforeBootCompleted
